Analysis of the Reimbursement Decision-Making Practice – September 2017

The latest results of the periodic Analysis of the Reimbursement Decision-Making Practice of AHTAPol and the Minister of Health

The results include the announcement of the Minister of Health from 28 August 2017, effective 1st September 2017.

We used our PREDECIZER approach to analyse the decision-making practice of the 12-month period from the latest announcement (9/2016 – 8/2017), compared to the 12-month period of the preceding announcement (7/2016 – 6/2017). This analysis allowed us to show how the opinions and recommendations of AHTAPol and the decisions of the Minister of Health changed over time. Compared to the preceding annual period (until the end of June 2017), the period ending in August 2017 showed a slight increase in the percentage (by 2%) of positive positions by the Transparency Council and a decrease in both the percentage of positive recommendations by AHTAPol and percentage of decisions by the Minister of Health (by 4% and 5%, respectively).

Our analysis also showed the association (Cramér’s V) of

  • recommendations by the President of AHTAPol vs. the opinions of the Transparency Council, and the
  • decisions of the Minister of Health vs. the recommendations by the President of AHTAPol.

Furthermore, we determined the time of the evaluation process, including the time from a positive recommendation to reimbursement, for the two time periods.
